What Building a Barndo in Cypress Involves
Barndominium builders in Cypress are building in a place with no city hall. Cypress is an unincorporated community in Harris County, entirely within Houston's extraterritorial jurisdiction, about 24 miles northwest of downtown on US 290. It counted 200,839 people across ZIP codes 77429 and 77433 in 2020 and 66,150 housing units. If it were a city it would be the second largest in Greater Houston. Because it is not, the county is the main permitting authority for a new home here.
Two landscapes split by the highway
Highway 290 divides Cypress into two different kinds of land. Northeast of the highway the ground is forested and thickly wooded. Southwest of it the land is mostly ranch land and grassy prairie. That split changes a barndominium project before the first post goes in:
- Wooded tracts need clearing, stump removal and a plan for which trees stay to shade the building. Shade helps a metal roof, but limbs over a roof drop debris into gutters and valleys.
- Prairie tracts are easier to clear and lay out, but they are flat, slow to drain and exposed to wind, so pad height and fastening details matter more.
Cypress has no official boundaries. People usually place it between FM 529 on the south, Highway 6 and FM 1960 on the east, and Highway 249 on the north, which helps when you are trying to figure out whether a listing is really in the area.
Cypress Creek and flood data
Cypress sits in the Cypress Creek and Little Cypress Creek watershed, and the creek also separates Harris County Precincts 4 and 5. Alicia in 1983, Ike in 2008 and Harvey in 2017 all hit the area. One national flood model projects that about 20 percent of Cypress properties have a greater than 26 percent chance of severe flooding over the next 30 years. That does not mean a barndo is a bad idea. It means flood data comes first.
Harris County spells out what it needs. Check the property on the county GIS map. On a lot in the shaded X (500-year) zone you need an application, an accurate site plan and an elevation certificate. If the lowest adjacent grade is below the base flood elevation, the county processes the application as inside the 100-year floodplain. In that case a Texas architect or engineer prepares sealed drawings showing the base flood elevation, the finished floor elevation and the garage threshold elevation. For a barndo with a shop bay, that garage threshold line matters, since shop doors are often set lower than the living floor.
Septic on a Cypress tract
Where there is no sewer line, a new home in unincorporated Harris County uses an on-site sewage facility, and the county's Wastewater Permitting group reviews and issues those permits. A professional engineer or registered sanitarian prepares the design and submits it. A feasibility study is required when the site needs a new plat. Owners of permitted systems must keep a contract with a maintenance provider, and skipping it can bring misdemeanor violations in Justice of the Peace court. We plan the septic location early so the drain field, the slab and the shop driveway don't compete for the same high ground.
Fast-growing ground
Large-scale development reached Cypress in the 1980s and 1990s, mostly through master-planned communities, many built around man-made lakes. Cy-Fair ISD now serves more than 118,000 students. In 2023 one national brokerage named ZIP 77433 the hottest ZIP code for home buyers in the country. For barndo owners this means acreage close in is getting scarce and HOA rules cover much of the area, so we check deed restrictions on any lot inside a subdivision.

.Cypress Planning Notes
- Unincorporated. Cypress is unincorporated Harris County and lies completely within Houston's extraterritorial jurisdiction.
- Two land types. Northeast of US 290 the area is thickly wooded; southwest of it is mostly ranch land and grassy prairie.
- Flood exposure. About 20 percent of Cypress properties are projected to have a greater than 26 percent chance of severe flooding over 30 years.
- Floodplain drawings. Harris County requires sealed drawings showing base flood, finished floor and garage threshold elevations for homes in the 100-year floodplain.
- Septic upkeep. Harris County requires owners of permitted septic systems to keep a maintenance contract.

Cypress Questions
Does the City of Houston permit my Cypress barndo?
Cypress is unincorporated and sits in Houston's ETJ, but Harris County handles development, floodplain and septic permits for new homes in unincorporated areas.
My lot is near Cypress Creek. Can I still build?
Usually, with the right elevations. If the lot is in the 100-year floodplain, the county needs sealed drawings with base flood, finished floor and garage threshold elevations.
Who designs my septic system in Cypress?
A professional engineer or registered sanitarian designs it and submits it to Harris County for the permit.
Is wooded land or prairie land easier for a barndo?
Prairie clears faster but drains slowly and takes more wind. Wooded land needs clearing and tree planning but gives shade. Both work.
