Barndos in an Old River Town
Barndominium builders in Liberty have to start with water. The town sits on the banks of the Trinity River at an elevation of about 16 feet, and it gets about 62.82 inches of rain in an average year based on 1991-2020 normals. Liberty dates to 1831 and is often called the third oldest city in Texas. It is also the county seat, so many landowners in this part of Liberty County end up at the county permit office on Travis Street before their slab goes in.
A stable town with open land around it
Liberty's population barely moved over the last decade: 8,397 in 2010 and 8,279 in 2020. That is a different picture from the suburbs closer to Houston. Around Liberty the draw is acreage, quiet, and room for a shop, and a barndominium fits that well: one roof over the living space, the equipment bay and the porch.
The Trinity sets the rules
A river town means floodplain maps matter. Liberty County requires an Elevation Certificate for any building over 100 square feet in a floodplain, and a No-Rise Certificate attached to it when the site is in a floodway. Before we draw a floor plan near the river, we want the flood zone, the base flood elevation and the survey in hand. That decides:
- How high the finished floor sits
- Whether the shop bay and the living quarters share one slab height
- How much fill the pad needs and where the driveway culvert goes
- Where the septic field can go and still drain
East-bank clay
Liberty sits on the east bank of the Trinity. USDA describes the Beaumont soil series across the Gulf Coast Prairie of Texas east of the Trinity River: fine clays in slight depressions on the coastal plain, poorly drained, very slow permeability, and slopes of 0 to 1 percent. Historically this ground went to rice and native pasture. For a building pad on soil like that, we lean on site grading, a raised pad, and a slab engineered for expansive clay. Poorly drained clay is also why the septic design here starts with a proper site evaluation instead of a guess.
Permits at the county seat
Outside city limits, Liberty County's Permit & Inspection Department issues building and culvert permits and has an OpenGov online portal. The county wants proof of a working septic system, a legal description, building size, number of bedrooms and value for any building over 100 square feet. It also has culvert and driveway regulations, private road request rules, and subdivision and development regulations for anyone splitting land. The county notes that work started without the required permits pays double fees.
Climate and the envelope
Liberty's climate is humid subtropical, with an average daily high across the year of about 79.9 degrees and almost no snow (0.2 inches, recorded only in December). Heat and humidity, not cold, drive the design. On metal buildings we focus on stopping condensation on the panels, sealing the envelope, and sizing air conditioning for the actual living space.

Liberty Questions
Where do I get a building permit for land outside Liberty city limits?
Liberty County's Permit & Inspection Department. It has an office at 311 Travis Street in Liberty and one in Cleveland, plus an online portal.
How high does my barndominium need to sit near the Trinity?
That comes from your survey and Elevation Certificate. We set the finished floor from those numbers, not from a rule of thumb.
Can I split my land and build two homes?
Liberty County has subdivision and development regulations and plat checklists. Check those before you plan a second home on the tract.
Does the clay here affect the slab?
Yes. The poorly drained clays east of the Trinity call for good pad drainage and a slab designed for expansive soil.
